Become A Certified D/M/WBE
Vendors who are disadvantaged, minority or woman-owned business enterprises (D/M/WBE) are urged to become DBE and/or MBE/WBE certified. MTA and its agencies participate in the federally mandated New York State Unified Certification Program (NYSUCP), which provides for "one-stop" DBE certification. DBE certification can be obtained through the MTA Office of Department of Diversity and Civil Rights (DDCR) or through New York State Department of Transportation, Port Authority of New York and New Jersey or Niagara Frontier Transportation Authority, all Certifying Partners in the NYSUCP. Vendors wishing to apply for DBE certification with DDCR must complete the MTA Disadvantaged Business Enterprise Program Certification Application and the attached Personal Net Worth Statement.  Both documents should be completed in their entirety, signed and notarized.  Both documents along with the requested support documentation, outlined on page 14 of the DBE Certification Application should be returned addressed to the following: Certification Program, MTA Department of Diversity and Civil Rights, 2 Broadway – 16th Floor, New York, NY 10004.

Empire State Development, Division of Minority and Women Business Development, administers the Minority and Women-Owned Business Enterprise (M/WBE) state certification program. Vendors wishing to apply for MBE or WBE certification must complete the New York State Certification Application (PDF file).
