The Transit Adjudication Bureau (TAB) is responsible for processing summonses issued to individuals who have allegedly violated one or more of the rules governing conduct in the use of subway or bus facilities in the New York City Transit system. This site provides you with information about TAB and its procedures, including The Rules of Conduct, Guidelines Governing Proceedings Before the Transit Adjudication Bureau, and associated fines, how to make a payment, how to dispute a violation in person or by mail, the appeal process, and the language services that we offer.

Resolving Your Notice of Violation (NOV)
Have a Hearing by Mail
You do not have to come to the Transit Adjudication Bureau (TAB) office. If your NOV is eligible, you can send a written statement explaining why you should not have been given the NOV. Your statement should fully explain the basis of your defense.
Submit your Hearing by E-Mail Here. Please follow the instructions on how to attach any evidence or notarized witness statements that you wish to be considered. A Hearing Officer will review all evidence you submit.

TAB will mail you the Hearing Officer’s decision. If you have not received a response within four weeks of submitting your hearing by mail or e-mail, please contact TAB at (347)643-5805.
Pay the Fine
You do not have to come to TAB. You can pay the fine online, by phone, by MoneyGram or by mail. For more information about paying your fine please contact TAB at 347-643-5805.
Schedule an In-Person Hearing
If your NOV is eligible and you would like an in-person hearing, please call TAB at 347-643-5805. An agent will schedule an appointment for your hearing. Please be advised that due to the pandemic, our capacity to conduct in-person hearings is limited. A Hearing by Mail is faster.
Please note that due to social distancing guidelines, our seating capacity in the waiting room is limited. You are strongly advised to call 347-643-5805 to schedule an appointment for your hearing or any other service. Service will be prioritized to people with appointments.
- A mask or face covering is required to enter the building and must be worn at all times until you leave the building.
- Upon entering the building, you will be required to answer self-assessment questions and submit to a temperature check.
