To date, the Second Avenue Subway project has passed several significant milestones and construction of the new line has begun.
A comprehensive environmental review of a full-length Second Avenue Subway, compliant with the National Environmental Policy Act of 1969, has been concluded. The environmental review included extensive public outreach, including public hearings and a public comment period. In April 2004, a Final Environmental Impact Statement (FEIS) for the project was published. The FEIS contains a comprehensive environmental impact review, a description of project construction and service, mitigation measures, responses to public comments raised during the public review process, and additional information. In July 2004, the Federal Transit Administration (FTA) issued a Record of Decision for the project, signifying that the requirements of the National Environmental Policy Act have been satisfied.
In April 2006, the MTA completed the Preliminary Engineering (PE) work for the project which includes, among other things, an in-depth analysis of all project components, their interrelationships, and costs. Conceptual designs were more fully developed to allow for a more accurate estimate of project costs and impacts.
In April 2006, the FTA authorized the MTA to begin the Final Design of Phase 1 of the project, which covers construction of the subway line from East 96th Street to East 63rd Street along Second Avenue and its connection to the Broadway subway line at East 63rd Street. Final Design is nearing completion with the majority of the design scheduled to be completed by the end of 2009. During Final Design, final drawings, technical specifications, and contract documents required to advertise for bids and award the various construction contracts are being prepared. In March 2007, the MTA awarded the first construction contract for building Phase 1 of the subway.
The funding required to complete Phase 1 will be allocated in multiple MTA Capital Programs. Funds totaling $2.964 billion have been allocated in the MTA's 2000-2004 and 2005-2009 Capital Programs. The balance of funds required to complete Phase 1 will be requested in the MTA's 2010-14 Capital Program. A key funding milestone for the Phase 1 Second Avenue Subway project was reached on November 19, 2007 with approval of a Full Funding Grant Agreement with the Federal Transit Administration (FTA). Under this agreement, the FTA will provide $1.351 billion in federal funds for Phase 1 of the project
In May 2009, the MTA and FTA completed a Supplemental Environmental Assessment to the FEIS: 72nd and 86th Street Station Entrance Alternatives (EA), providing environmental analyses of proposed entrance modifications at the northern ends of the 72nd Street and 86th Street Stations. The EA evaluates various station entrance alternatives, including a preferred alternative for each station, and concludes that the preferred alternatives will not result in any significant impacts beyond those already addressed in the project's FEIS. A public hearing on the EA was held on June 18, 2009 and the public comment period for the EA was closed on July 31, 2009. MTA is reviewing and preparing responses to the comments received at the hearing and during the public comment period and will present them to FTA for further review before a final decision on the entrances is made, in accordance with the National Environmental Policy Act (NEPA).
In March 2007, MTA awarded a contract for constructing the tunnels between 92nd and 63rd Streets, a launch box for the tunnel boring machine (TBM) at 92nd to 95th Streets, and access shafts at 69th and 72nd Streets. The first surface work for this contract began in April 2007 in the vicinity of the launch box. This contract is expected to be approximately 56 months in duration.
In May 2009, the contract for the construction of the 96th Street Station box was awarded. Work began in July on site clearing and utility relocation necessary to prepare for the installation of slurry walls between 95th and 99th Streets where the station connects to the existing tunnel section built in the 1970s.
In June 2009, the first of three contracts for the 86th Street Station was awarded for the advance utility relocation work and construction of cut and cover shaft areas at 83rd and 86th Streets. This contract will provide two vertical starter shafts that will be used by a subsequent contractor to excavate the station cavern in the rock between 83rd and 86th Streets.
Subsequent contracts will be awarded for the following: excavation of the caverns at 72nd and 86th Street Stations; architectural and mechanical and electrical work at 72nd, 86th and 96th Street Stations; rehabilitation of the 63rd Street Station; and the Systems Contract (track, signals and communications) for the entire Phase 1 area.
